Ten bucks says my toe rail was in worse condition than yours is. I had to make a honey colored paste out of epoxy, and clamp pieces to gether, with a slip sheet underneath. I should have probably replaced it, but nooooooooooo, I worked my fingers to the bone trying to make it look good. The sins of the previous owner included some sort of covering, not sure what it was but it was very difficult to sand off. It may well have been epoxy. Whatever he used, had to come off in order to be 25% presentable. Now about 7 or 8 years later, I've lost count, I'm redoing that teak and it's going to be a breeze. Varnish is so forgiving. The most difficult part is removing the hardware! And........we all know it's impossible to do a good teak job without removing that hardware

Regarding those stanchion bases, I'm wondering what you would have to soak them in? (and how long?)
