The idea IS to heat the tube, not the base. Then use the pipe wrench and cheater bar. Remember, one of those real old coots said, "give me a long enough lever and I will move the world."
I know, I know, what if the base twists off in the stanchion? If that happens no penetraing oil will do the job! Acid also heats up metal as it "works" at eating the corrosion. Heat is often a by-product. There must be a counter product to the oxidising product between the base and the stanchion, much like petrolium jelly works on rust.
