Response to 6 mph at idle
Keep the prop, put in a 454. Actually, I think you'll find a 10" or 11" pitch is all you can pull with that 327. Maybe it's time to get that previous prop really dialed in..prop scanned and cupped.

The secondaries are air flow operated. That little 327 simply didn't have the low end power to spin it. Maybe with a 1.5:1 gear reduction.
