Eduardo I'm not sure you have an issue at all you stated that "I haven't tried this boat in the water" so are you sure about the 3900 rpm's as max WOT? 20 x 21 is about what I might expect to see pushing your boat. A compressons test is fine it can't hurt anything but I wouldn't change anything until I tested the boat on the water myself. You may find out that the actual WOT is higher than 3900 it can take a while to reach max rpm on these boats they are heavy and the small blocks tend to need a little more time to get up to speed.
