The only time you'll have a load pulling on the shaft is reverse..why not put the split collar inside the boat, on the shaft right in front of the shaft log/packing gland? You can visually inspect it there also.
If the grub screws in the flange are tight and there is a slight recess in the shaft for the tip of the grub screw to engage the shaft, that should be adequate.
