Jerry I had a seriously oxidized hull in 2005 from the boat spending 2 to 3 yrs out doors with no cover. I used 3m products first clean the hull like Chris said light solution of amonia based cleaner that will remove any mildew, grime, grease, old wax etc.. Personally for my boat I used 3m's heavy duty buffing compound go to an automotive supply store and buy a Qt of it the big bottle. And like Chris said get a makita or similar buffer not an orbital polisher it wont cut the mustard so to speak. After the heavy duty compound I used 3m's fiberglass restorer wax which you can pick up at West Marine and even some Walmarts or at the auto supply store. Two good coats of wax should hold it through this summer and fall if the boat will go on the hard again in the fall all the better because you will more than likely need to compound it one more time next year in the spring at least I had to then another 2 coats of fiberglass restorer wax. The following year wax should be enough to bring it back again. Wait and see what Matt O'Donell suggests to I know a lot of people use different stuff and a lot of people I know use the 3m products.
