Response to Originality is not important with these issues

Most likely you are looking at a pair of old Groco strainer/sea cock combinations.

If you look at the side of the seacocks opposite the shutoff handles you will find a bronze lock nut. Loosen the lock nut about two turns, it takes a 1/2 box inch wrench. Then using a very small hammer or a large wrench, say about a 7/8 box wrench, tap on the shutoff handles at the part that goes into the seacock body. Then tap on the lock nut, with the same tool.

The part that turns is a tapered piece, that fits into a larger tapered part. Over time due to the tapers, or someone cranking down the lock nuts too tight, the two parts get stuck toghther, rather like a tapered shaft and pully.

What you are doing with all the tapping is shifting the moveable part of the seacock back and forth in the body. After you have tapped, slide the box part of the 1/2 inch wrench over the shutoff handles with it up near the shaft part and try turning them using the wrench as an extension handle.

Most likely they will turn, then you can take them apart and overhaul them. If they do not turn you have lost nothing, broken is broken, if they do turn you have saved a couple of bucks.

If you keep them, tighen the lock nuts only enough to keep them from seeping water from around the ends.
