What model were you considering for Stock Eliminator? The only 428CJ cars that I can think of that would fit into D/S would be a Fairlane/Torino/Cyclone, which could also run in "E". I doubt that a Mustang, even a GT convert. could legally fit into "D", almost all are in "B" or "C".
I had considered running a 69 Cobra FB I had in E/S, but the idea of a 3700+ lb stick car seems like too much maintenance to me. (Although Div. 7`s Curtis Coultier has been doing a great job with his 69 Cyclone CJ). I would have loved to have built a 68-70 428 Mustang to run in Stock, but finding a nice solid 68-70 Mustang fastback to start with would likely cost about what my total amount that I have in my 85 Mustang M/Stocker.
