I tried that and I got an error message that access denied security blah blah

Login to your account, go to Forums, then choose the forum you want to edit, then go to "Appearance".

What do you mean? My Forum site does not look or act anything like this one. I have got boxes or frames and the other members of my organization can not start a new topic. That's why I like this one or Little Lithuania's forum. How do I go about setting one up like this one or that one? could you give more detail on how to set it up?
