Need '64 Linc Cont 430 Help!

Hello to all who read this!
First off, this forum is great! I have found A LOT of the info I was looking for in here so far. I'm not sure how I found it but I have been reading the articles for about a week now.
Background:
I recently came across a '64 Linc Cont with a 430 in it. It even came with the original owners' manual, warranty card, and dealer service interval book in the glovebox!!! I'm the 2nd owner!!! Now for the bad part.... It's been sitting for over 20 years because the owner couldn't get it started. It has rust everywhere but I should be able to fix it or replace it where it's bad. Now I'm a Newbie (yeah, another one in here) and don't know really anything about these engines. Maybe that's how I found this great site! Now I'm trying to bring her back to life and want to figure out my plan of attack FIRST before screwing anything up. (Like a good Newbie should) Now this isn't going to be a daily driver so fuel consumtion isn't too important to me. I just want her to be a fun car to drive. I know that she isn't going to be a street racer. I don't want that and especialy at nearly 3 tons, it's just not happening!
My Questions as a Newbie:
1) I have heard (read) a lot about 3x2's 4x2's 8x2's and so forth but no one has really talked about pros or cons between them and what makes them different from the stock carb. (again newbie to this) Trying to figure out if I should stay with the stock carb or upgrade. (Horsepower-to-dollars ratio) If I have to pay $3000 for only a lousy 20 HP than that isn't an option nor does that make any sense to me. I'm willing to change or modify the hood if necessary.
2) What does F/4/S mean?
3) What is pb blaster? How does it work better than WD-40?
4) What type of spark plugs should I use? Brand/size?
5) What other ignition upgrades could I use besides an electronic ignition? I read somewhere about a magneto?
6) What exactly is interchangeable with a Linc 430 as far as parts are concerned? I mean from starters all the way to lifters. I know that every newbie has asked this but their isn't really a list made yet....or is their?
7) Does anyone have any other ideas to upgrade the engine?
