Are 70s 390 truck engines externally balanced?

I found some 390 parts: crank+rods+pistons. Crank is 3U ( = 70s truck)and pistons have a 390 4V marking.
Can I use a standard 390 damper and flexplate with this crank (neutral balance)?

-66 Fairlane 390 GTA.
-70 Torino GT originally 429 SCJ DragPack.
-80 Fairmont Futura Street 393 11,05/ 125mph.

Yes,I think the 428 is the only one

Some of the heavy truck FT engines are external balance.

391's I do beleave (Heavy Duty Stuff). Otherwise f-100 to f-350 are neutral balanced. 428 never came in PU's but are externally balanced.
