Hooker 6114 coating problem - recommendations?

I purchased a set of 6114 headers, ceramic coated, used.

The guy had wrapped the passenger side for the usual reasons. BUT, now the coating has blistered and has a couple of dozen chips and rust spots. Im not supper concerned with appearance, but i dont want to have the headers fail. I will not be wrapping them.

Should I?:

1) do nothing (worried about rust/corrosion making holes in the tubes.)
2) sand, wire wheel and clean, paint with header paint.
3) send it somewhere to be re-coated? IF so where and how much$$ is that?

not with BAAQMD and our poor economy.

Ive been calling around all day, cant find anyone still doing ceramic, only powder and a couple of chrome shops.

You see around here our water control boar and the bay area air quality management district (BAAQMD) have made almost impossible to renew permits for these types of shops...

and also our economy is in the tank and most small shops like that are shutting their doors.

Caps Brite Hot Coatings

It looks like their coating is from Tech Line Coatings (http://www.techlinecoatings.com/), and they list this company in Santa Clara:
