I've got a rare 66 Comet too and trying to find out but to no avail. Mines a Caliente bucket seat convert, 200 six, auto, black on black. May be one of a kind (not that stops me from butchering it) but nice to know.
All Cyclones are relatively rare in those years compared to other brands. I'm sure that combination of options is quite rare and it sounds to me like it would have been very expensive new. You might have something built for the touring new car shows or ordered for some VIP.
A guy locally had a 67 Falcon Sports Coupe with every option, console, shoulder belts, vinyl roof, posi, optional axle ratio, power disc brakes, 4 speed, 289-4V, and on it's three part rad support trim tag it had "SPEC SHO PREP" (or SHOW). The engine compartment was a much glossier black and all the paint was polished in the jambs. It had a VIN with lots of zeros. Story was the car toured Canada with the new car show and got dumped at a dealer at the end of the run. It was a Falcon that stickered at TBird money with options that made it more expensive than most Fairlane GT's. The guy bought it new in 69 at a deep discount.
