as far as i know,
rust in cycle tanks requires removing the entire tank and getting it lined with some ceramic liquid stuff that hardens like a rock.
i don't have a bike but i heard this stuff works great.
goes in liquid and has some sort of catalyst.
probably called a tank sealer of some sort.
i'm sure a basic search might come up with somehing.
