The valve cover rail is about an inch different. That would mean that any ports cast in would be small holes at the top of the medium riser position so they didn't lower the floor of a raised HR port.
A casting is still easier than machining it from scratch or welding a bunch of pieces and there are some classes that require a cast intake.
Two different castings would be quite a bit more expense for a fairly minor difference.
Depending on volume of them it might be just a couple hundred bucks per intake.
