They build the vehicle population or mix based on sales estimates. There are huge penalties for not reaching the CAFE standards, so the companies do crazy things to adjust the vehicle mix as the actual sales are realized. These things include rebates on already popular - or unpopular vehicles, funky pricing, or simply running out of certain vehicles by not scheduling runs. Longer term they also ship production of some stuff in or out of the country because "imports" are weighed differently in the average.
