428 CJ intake ports

Is it normal for the carburetor primary ports on the stock CJ intake manifold to be smaller than the secondary ports? When I saw that I thought the secondary ports of the stock CJ carburetor would be larger than the primary. Then I measured the carburetor ports and found all four carburetor ports are the same size. This is rather disturbing because the primary ports on my intake manifold are smaller than the carburetor ports by about 0.08". The secondary ports fit fine.

I know the intake manifold is not original because the cast date is later than the engine build date but it is a correct 428 CJ manifold. The carburetor is a correct 735 cfm CJ carburetor also. Could I have a mis-manufactured intake or is this normal?

I discovered this because I am getting rid of the universal carburetor spacer (open hole style) that came with the car when I bought it. I am switching to a modified four hole style similar to the 70 428 CJ spacer.
