I recently had to deal with this "verification" issue. It comes as a complete surprise and only after you have made a purchase and are attempting to pay. I feel the intent is to black mail buyers into a PayPal credit card and wean you off your personal credit cards which all reduce PayPal's bottom line to a small extent. If you notice you get "instant" verification with a PayPal MasterCard and if you choose the bank account method it takes 5 to 7 days. Their ruse is that it (verification) offers increased security; I would like to hear how my taking their credit card or allowing PayPal direct access to my bank account is more secure for me. Additionally, when you elect the bank account verification method they (PayPal) automatically default all future purchases to electronic withdrawal from that account instead of your credit card. I suppose this is how they reward buyers of $10K+ merchandise with a 100% feedback. Concern for growing the business has shifted to "how much can we squeeze out of these people before the business crashes".
