Along with using the correct size core plugs, I always use tiny rivets to stake the plugs so they will not pop out. I think I bought the rivets through Grainger or somebody. The rivets have a helix so they sort of "thread" themselves in. Requires drilling a small hole into the cup surface on the block and tapping the rivet into place.
