Although I wouldnt wait nearly this long, you have 45 days to file a claim. I have had to file a couple for non-paying bidders and when the item was obviously damaged before shipping or didnt work properly. I have had nothing but positive results with Paypal as far as winning my cases. Although my own money has not been involved except for fees, if you have all of your stuff together, you will win. Just do it now before account is closed. I believe they can also attach his checking account also, which has to be on record with Paypal. Once Paypal contacts the seller, they usually cave in.
