Those carbs are supposed to open all the way. But in order to vary the opening rate you have to alter the air valve counterweight to get full air at WOT.. Doing it that way is less expensive for the manufacturer than using the Holley style vaccuum cannister and spring configuration. A lot more work for the end user/owner.
