My 428 has 251/260 @.050 roller cam and it will idle at 800 if I want it to.
I am normally at 900ish though because the really low idle can stall stopping hard after a burnout.
Very loose converter though so I get almost no change from neutral to in gear.
Set it in gear and like Barry said don't be afraid to give it some fuel.
