I would suggest you remove hose. If it has a screww in vacuum hose fitting it is adjustable. If I remember, you turn screw in to make it shift harder. Been a while since I screwed with one.I took an old tappet wrench years ago and ground it to fit modulator nut. Wrench has to be thin and short. Good luck.
