right click on the page and view source code the characters show up there. Seems like you should be able to edit it out? If I'm not mistaken there used to be a "copyright" symbol there. The weird characters are also in the copyright info at the bottom of the page on the site.

Simple Solution for this encoding issue

The forum owner simply deleted the text in the forum title box, then saved it. He then put his forum title back in, including his copyright character and all is back to normal.
